A)  CALL TO ORDER

The Council for the City of Norwood met in regular session on the above date with Ms. Jane Grote presiding.  The meeting opened with a prayer and the Pledge of Allegiance.

On roll call, the following members answered present:  Mr. Gabbard, Mr. Sanker, Mr. Schneider, Mr. Moore, Mr. Barlow and Mr. Mumper

 

E)   REPORTS OF STANDING COMMITTEES OF COUNCIL

 

1. Finance & Audit RE: 2007-2008 Appropriations

 

The Chair notes that Ms. Kelly is now in Council Chambers.

 

On a motion by Mr. Mumper, seconded by Mr. Schneider, it was moved to accept the report.  All members present voted YES.

 

F)   INTRODUCTORY READING OF ORDINANCES

 

A) ORDINANCE TO MAKE APPROPRIATIONS FOR THE CURRENT EXPENSES AND OTHER EXPENDITURES OF THE CITY OF NORWOOD, OHIO DURING THE CALENDAR YEAR ENDING DECEMBER, 31, 2007

 

On a motion by Mr. Mumper, seconded by Mr. Sanker, it was moved to suspend the rules and hear all three readings of the ordinance.  All members present voted YES.

 

On a motion by Mr. Moore, seconded by Mr. Mumper, it was moved to pass the ordinance.  All members present voted YES.

 

B) ORDINANCE MAKING TEMPORARY APPROPRIATIONS FOR THE EXPENDITURES OF THE CITY OF NORWOOD, OHIO FOR THE CALENDAR YEAR ENDING DECEMBER 31, 2008

 

Mr. Sanker explained that this Ordinance is only temporary.  This will give us three months to develop the final budget, but we should work quickly to put together a more final Appropriations Ordinance.

 

On a motion by Mr. Mumper, seconded by Ms. Kelly, it was moved to suspend the rules and hear all three readings of the ordinance.  All members present voted YES.

 

On a motion by Mr. Moore, seconded by Ms. Kelly it was moved to pass the ordinance.  All members present voted YES.

 

C) ORDINANCE AUTHORIZING AND DIRECTING THE SAFETY-SERVICE DIRECTOR TO ENTER INTO A CONTRACT WITH GERALD L. STOKER, INDEPENDENT CONTRACTOR dba SOUTHWEST OHIO INSPECTION SERVICES, LLC. FOR SERVICES AS PLANS EXAMINER AND CODE OFFICIAL FOR THE CITY OF NORWOOD, AND DECLARING AN EMERGENCY

Mr. Sanker stated that this individual will be working 3 days a week – Monday, Wednesday, and Friday.  The Building Department previously had a temporary resource who came in as needed with no organization or set hours.  This addition to the Building Department will enable the department to grow and become even more active and aggressive in addressing the issues we have with housing and building code violations.

 

On a motion by Mr. Mumper, seconded by Ms. Kelly, it was moved to suspend the rules and hear all three readings of the ordinance.  All members present voted YES.

 

On a motion by Mr. Mumper, seconded by Ms. Kelly, it was moved to pass the ordinance.  All members present voted YES.

 

G)  EXCUSE ABSENT MEMBERS

All members were present.

 

H)  ADJOURNMENT
