Building Department
It is the mission of the City of Norwood Building Department to provide its diverse customer base with respect, while providing timely and knowledgeable service, and to ensure that the health, safety and welfare of Norwood's citizens is preserved by verifying that all commercial and residential construction complies with the State of Ohio building codes.
Along with the above duties, the department is responsible for inspecting all residential and commercial properties and structures for compliance with the Norwood Housing and Property Code, so that existing properties are maintained to standards that not only assure the health, safety and welfare of citizens, but also encourage positive real estate property values.
Note: All permit applications must be filled out, brought in to the building department, approved, paid for, and issued prior to beginning work on your building or zoning project. Building permits are to be displayed during the duration of the project up until the final inspection is completed.

Auditor Bond Form
The Auditor Bond form (PDF) is needed when applying for a cement contractor license. Please ensure that you get the original document stamped by your Insurance Company and then bring it into the Auditor's Office. Then, you will bring the license to the Building Department to register and apply for a permit.

Business Preliminary Checklist
Welcome to the City of Norwood! We are excited that you are interested in opening a business within city limits. Please use the Business Preliminary Checklist (PDF) to help guide you through our process.
Note: The first step of this process is emailing Carri Town or calling her at 513-458-4510 in the Norwood Building Department, and providing half-size architectural drawings for office use and storage.
Change of Occupancy Permit
If you are planning a change of occupancy on your property, you must fill out the Change of Occupancy Permit (PDF).
Change of Use Permit
Change of Use is classified by the State of Ohio. If you are planning a change of use for your property, you must fill out the Change of Use Permit Application (PDF).
City Right of Way & Driveway Permit
Contractors must be bonded first for Norwood to work in the city right of way (see the Auditor Bond Form [PDF]). After the contractor is bonded and received their license, you will bring the license to the Building Department to register and apply for a permit using the City Right of Way and Driveway Permit Application (PDF).
Community Reinvestment Area Commercial Remodel
Norwood has a Community Reinvestment Area to promote economic and housing development. If your commercial property falls within Community Reinvestment Area, please fill out the Commercial Community Reinvestment Area Permit Application (PDF) and follow the guidelines that are established in the document.
Community Reinvestment Area Residential Remodel
Norwood has a Community Reinvestment Area to promote economic and housing development. If your residential property falls within Community Reinvestment Area, please fill out the Community Reinvestment Area Permit Application (PDF) and follow the guidelines that are established in the document.
Demolition Permit
If you are planning a demolition on your property, you must fill out the Demolition Permit Application (PDF).
Dumpster Permit
If you need to place a dumpster on the street or in the city right of way, you must fill out the Dumpster Permit Application (PDF).

Fence Permit
Fences are not permitted beyond your house toward any street. The Fence Permit Application (PDF) must be filled out.
Heating, Ventilation & Air Conditioning Permit
Heating, Ventilation and Air Conditioning (HVAC) work that requires a the HVAC Permit Application (PDF) includes ductwork, furnaces, and air conditioning. It requires a site plan and air conditioning units are not permitted beyond the house toward the street.

New Builds & Accessory Structure Building Permit
These are the permits that must be applied for before you begin work on a new build or an accessory structure (such as decks, garages, sheds and pools). Three sets of plans are required, including a site plan. Fill out the New Builds and Accessory Structure Building Permit Application (PDF)
Plumbing License Registration
If you are looking to register for a license as a master plumber or journeyman plumber within the City of Norwood, please fill out the Plumbing License Registration (PDF).
Roofing Permit
If you are looking to have roof work done, the Roof Permit Application (PDF) must be completed.
Signage Permit
If you are planning to add signage to your property, the Signage Permit Application (PDF) must be filled out. For more information, see the Norwood sign code.
Tent/Membrane Permit
If you are looking to construct a temporary event tent or membrane structure that is over 400 square feet with sides or 700 square feet without sides, please fill out the Tent/Membrane Permit Application (PDF).

Part of the City's Safety Department. The Chief Building Official/Plans Examiner is the main enforcement individual in this Division which consists of 4 personnel. This Division enforces the Ohio Building Code, the Residential Code of Ohio, the International Property Maintenance Code, the Norwood Building Code, the Norwood Property Maintenance Code and the Norwood Zoning Code.
